Duties Description Under the general direction of an Office Assistant 2, Customer Service, the incumbent will be primarily responsible for processing claims and answering phones as a part of the customer service effort within the Prize Payments Unit and the Customer Service Center at Lottery Headquarters in Schenectady.Duties include but are not limited to the following:- Date stamp and open daily mail.- Review any correspondence that may accompany daily mail and forward to appropriate individual/unit for resolution.- Review and prepare claims for validation.- Provide accurate data entry of claim information into the New York Lottery Claims and Payment System according to Lottery Policies and Procedures.- Validate claims using the New York Lottery Claims and Payment System according to Lottery Policies and Procedures.- Process payments including printing checks and other forms for delivery to customers. Verify documents for accuracy. - Refer claims on hold and/or exception claims to appropriate staff according to procedures. - Serve as frontline staff in the Lottery Customer Service Center including answering questions, providing direction for completion of forms, and processing prize claims according to procedures. Prepare end of day reports and reconciliation of claims and payments.- Assist with office phone coverage including answering inquiries from the public and other units.- Prepare and mail correspondence to prize claimants.- Provide general office support including but not limited to filing, clearing paper jams, replenishing paper stock, changing toner, etc.- File correspondence.
Minimum Qualifications Permanent Qualification: Candidates must currently be a permanent Office Assistant 1 OR be reachable for appointment on the current Office Assistant 1 eligible list;ORTransfer Qualification: Candidates must currently be a permanent New York State employee eligible for transfer under Section 70.1 of the Civil Service Law;OROpen to the Public: Non-Competitive Minimum Qualifications: There are no education or experience requirements for an Office Assistant 1.NY HELPS:This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply and complete a probationary period.At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.Individuals certified eligible for the 55-b/c program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55-b/c of the Civil Service Law are encouraged to apply. To be considered, 55-b/c candidates must provide a copy of their letter of eligibility with their response and meet the NY HELPS minimum qualifications listed below.No Exam Required under NY HELPS.
Additional Comments PROHIBITION AGAINST PLAYING AND WAGERINGCommission employees and family members residing in their households are prohibited from purchasing Lottery ticketsor claiming Lottery prizes. Commission employees are prohibited from wagering upon any interactive fantasy sports, horse racing, commercial gaming, Indian gaming and charitable gaming activities within the State. The prohibition against any wagering upon any horse racing, Indian gaming and charitable gaming activities within the State, however, does not apply to family members of Commission employees.To avoid any appearance of impropriety of conflict of interest, Commission employees will be prohibited from all aspects of promoting, operating, and playing in any charitable gaming, which includes bingo and games of chance such as raffles, whether or not the organization conducting the game is required to be licensed by the Commission. The prohibition placed upon each Commission employee from assisting with any charitable gaming does not apply to the employee's family unless the employee thinks it presents a conflict of interest related to his or her job duties.
