Under the direction of the Information Technology Manager I, Enterprise Projects and Solutions Manager (IT Manager I), the Information Technology Specialist (ITS) I, Solution Specialist plays a key role in aligning Cal OES's strategic goals and objectives with decisions regarding IT products and services, partners and vendors, capabilities, and key business and IT initiatives.

As a Solution Specialist at Cal OES, you will have a unique opportunity to shape our solutions engineering team and best practices. You will liaise between customers and cross-functional internal teams, ensure the timely and successful delivery of customer-centric innovative IT solutions according to customer needs, and focus on improving the entire customer experience. Works with Cal OES and various stakeholder groups, using design-thinking strategies to develop user-oriented engineering (human-centered) solutions using cloud-first design.

The ITS I will leverage rapid/agile development frameworks for implementing innovative solutions in support of enterprise operations and business needs. Works closely with business, data, and solution architects and project managers to understand requirements and deliver scalable solutions that would address the business clients' specific needs.

Supports the solution and software engineering teams in designing and providing services for business process automation (BPA) solutions, user experience, and accessibility compliance. The incumbent will develop and make effective presentations to a wide audience range as needed.

The ITS I will perform duties related to Software and Systems development, support, and maintenance, including, but not limited to: Software Architecture, Software & Solution Development, and Software Integration. Evaluate and recommend vendor software solutions and/or packages.

Working Conditions

This position is eligible for a hybrid work schedule which includes up to two days of remote work per week. Additional in office days may be required based on the business need.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Degree in IT, Computer Science, Data Analytics, Statistics, or a related field

• Three years of experience in designing and developing solutions using low code/no code tools and technologies, combined with two years of experience in data analysis and analytics, including generating statistical reports using complex business data structures and multiple data sources

•  Experience communicating customer needs and product feedback to product owners and engineering teams. Balance devising creative solutions and doing what’s right for the customer

• Experience developing cloud native data solutions, cloud-first design, preferably cloud solutions and integration technologies like Salesforce, SmartSheets, DocuSign, Power Apps, Workday, MuleSoft etc

• Experience analyzing and solving business problems utilizing COTS/MOTS/SaaS technology such as MS Power Platform, SmartSheets, Power BI, and Tableau

• Have a strong understanding of how modern web services and mobile apps are built and the cloud infrastructure that powers them (Azure, AWS, Google etc.)

• Proven hands-on experience building and deploying solutions to customers. Strong prioritization and project management skills, understanding of business impact for various solutions

• Experience in data analysis and integrations with tools such as Tableau, Power BI, ArcGIS, and FME

• Experience in programming and scripting languages such as Python, Perl, R, Bash, HTML and other high-level programming languages

• Apply a human-centric thinking approach to understand the problem, and to establish the important criteria and constraints to further develop the design solution for a business problem

• Act as a trusted advisor to consult with customers and prospects in order to influence their customer product strategy and architecture design. Have experience working with ETL and/or data pipelines

• The ability to effectively plan, prioritize, and execute concurrent assignments

• The ability to work with multidisciplinary teams

• The ability to write and speak effectively

• The ability to explain technical issues in a non-technical manner
